The use case here is for my team's WBR doc, where I am trying to automate the number reporting part (text and charts) which can then be saved in a format where the stakeholders can come and edit their initiatives updates. Currently, how it is being done is that the WBR doc is hosted on a shareable platform where I have to manually 1) update the numbers in the fixed blurbs and 2) update the charts screenshots (both of which are taken from tableau dashboard) and 3) later the stakeholders add their initiatives updates - I am trying to remove 1) & 2) by automating that part.

This sounds like a great use case for Explorer licenses, which allow users to edit dashboards that have been published to Tableau Server/Tableau Cloud. You could also set the permissions so they are only able to save a copy and not overwrite the original version.
In terms of "updating numbers in fixed blurbs" -- if you mean annotations then web editing will allow for this. If you mean changing the actual values of the underlying data, additional steps would be needed.
