I'm able to produce the correct answer with the current configuration of calc field and filter shelf settings. The value "12.02" is correct (see image below).
My concern though is when the year changes, I'll have to remember to come back and update the current year to '2026'.
How would I handle this? I want to make sure I'm always pulling the submission date field for the current year only.

If you use a calculation year(submidt) = year(today()) as a filter set to True on the filter shelf - it will always filter to the current year
