It stopped for some users about 8 days ago and i cant find a correlation between why a select few users are not getting emails. it does not seem to matter what type of user they are or what group they belong to. I've tried to look into the jobs and the errors but there is nothing helpful there. nothing has changed on the users mailbox. The emails go though a email filter before they hit the users inbox so i can tell they did not even receive the subscription notification email. i have created a new account and that account gets notifications. The subscriptions say they are being sent out but they are not. Any assistance would help. Thank you.

Are you able to test by setting up another subscription for one of those users where it failed? To see if that second subscription works?
