I am doing a school project and I want to do a scatter plot showing power and interest. However, not all stakeholders are showing up on the scatterplot only the ones that have the same number for power and interest. The below chart on the 3rd quadrant shows Susan Wilkison and Health Care Providers but it doesn't show the US Government? How can I show all the stakeholders on this chart?

It's underneath your other marks. If you click on US Government in the legend, you'll see it.
This is part of the problem with scatterplots with limited data and integer values.
