Parameter _ How to show text for some certain dimensions?

Hello there,

i have a following chart

I would like to have a parameter shows me Top 3, 5 and 10 as a text. Important is that all bubbles stay visible, i.e. all bubbles should be shown, but the text on these bubbles depends on the parameter. if I select top 3, then the text for top 3 cities should appears

HOw can I do this?
