Bar Graph: Separate 2 Rows from Same Measure Name

Hi! In the sheet below, I have a bar for 2014 and a bar for 2016 under the country Syria. Is there a way I can separate the two bars, so I can sort by descending order properly? Right now, that is how it appears if I try to sort it in the descending order.
