I was interested in using the virtual connections that come with the data management add on within my developer sandbox. I was wondering if this is possible?

I don't believe so. Do you have an existing Tableau Server / Tableau Online license? I don't work in sales but if you contact your account manager about your interest in the Data Management Add On they should be able to give you access to a trial of it.
