Failed restoring from 2021 backup to 2023 server with this error, direction

I get the steps for setting the authentication to legacy to get the restore working but what to do after the restore works? What exactly do I need to do to "upgrade to the more secure and immutable default identity service tables"?

    Hi, did you apply changes?

    tsm authentication legacy-identity-mode enable

    tsm pending-changes apply

    After restore has succeed:
