I am new to Tableau. I am trying to practicing my Tableau skills using Zillow public data. I have downloaded their time series data for home values. The data is a pivot table and home-values are stored within each date column. I am trying to create a filter so I can show home values in different cities through times. However, since the date was the name of each column, in Tableau, I do not have a time demission, instead, they are all become measures of home values. I am thinking about using parameters to create a filter but I do not know if it would work. What do you guys think? What should I do? Thanks.

I have some sample data. I have attached a workbook which gives some examples of you can use the measures pivoted as they are here.
However, I think you will have an easier time if you Unpivot your data before bringing it to Tableau, like this. If you don't have the live pivot table in excel, only the results of the pivot table as shown, then you can use PowerQuery (an add-in) to unpivot the data in excel.
Also, Tableau would let you unpivot the data. In the data tab, select the measure columns, then right-click and choose Pivot.
But in the workbook attached, I show a few options of how to use the data as it is.
You can create a map, and choose to filter by measure names. Put measure values on color and on label. The filter will show each year, and you can select the year to change the map to show that year's data. The drawback of this is that the filter is going to show all possible measures, one of which is number of records, which isn't great, not something you want to see.
You could show a different map for each of the measure names/values:
Or you could create two charts, one is a map for 2017, one is a bar chart showing the whole trend. Put these on a dashboard, and add a filter action to let the map control the trend. If you click on a state in the map, it will show the trend for that state:
