Recently we came across the following problem and so far this only occurs to this one workbook.
I personally uploaded a workbook to our Tableau Server and my colleague's can't web edit views in this workbook.
1 has the server administrator role
1 has the site administrator role
Both has full permission on project level and on workbook level.

I saw some threads about server/site administrators not being able to save or see a save button but my collegea's can't even edit.
They get the following error:

there are few things that i can think of for you to check
1.check the permission when the person publish dashboard
2.the person who has uploaded the workbook to Tableau Server, can you make him publish another workbook to see if the problem still exist?
3.check the if the web edit is allow for the right person?(administrator should have all the access even if the group is set to deny)
4.try to create another project and publish the problem workbook to there (make sure the permission for project is correct )
5.if all of the above cannot figure out the problem, contact Tableau tech support for reinforcement XD
