I have the following requirement
1. The heat map should showcase the region and territory related mapping instead of the state on the map. There are fields for Region and Territory in the data.
2. If the first requirement is possible, then the colour of the chart should be based on the value of the metric against that region or territory. It should be in the shade of blue with higher value should have darker blue colour and lower values should have lighter blue colour.

There are a number of options available for doing this. Please see the following instructions: Create Territories on a Map - Tableau . My recommendation would be using the "Create From" functionality. Essentially, you create a new geographic entity from the state, like this:
Then drop that field on the detail card.
Then color by whatever measure you like:
