I was wondering how we can create a table with different colors for different cells in a matrix table . And how can we make a dotted line between the cells shown in the image below ver 2018.2

There's no way to dynamically add a dotted line around specific cells. In regards to colored cells, what you could do is change the chart type to Gantt, then put numbers of records into size (Change your size accordingly) and change it from Sum to Avg. Then for the color put your required dimension into color. I'm thinking that should work.
