Viz in tooltip not filtering

I have a map with individual rows of data aggregated to create a count per point. I would like this to show a viz in tooltip for that particular location when hovering, but I cannot get the filter to work and the viz in tooltip is showing all data. Can anyone help, please? Example attached. I would like the 3 age bands to show when hovering on London and 1 when hovering on Winchester (as in the "Point Counter") but, as you can see, it is showing all 4 data points!
