My bar chart shows numbers of activity over days of the week and by hour of day. The tooltip viz shows detailed breakdown of the outcomes for each activity by percentage with some label details, On hover, most of the bar chart marks will show the tooltip viz but others just show up a blank box. The tooltip source worksheet definitely has the data to display. It just seems to be randomly not showing some tooltip viz.
I'm having the exact same problem. I have 2 Marks cards on a worksheet. One is displaying a shape and the other Measure Values for bar in bar chart. Both Tool Tips for the Shape Marks Type and the Measures Type are exactly the same, using a Viz in Tooltip that references the same exact worksheet. The Shape Viz in Tooltip is displaying and the Measure Tooltip is not.

What I can't figure out is earlier the tool tip was displaying for me just fine and then it quit working. Then it worked again (when I logged out of server and logged back in), then is stopped again, and my logging out and logging back in did not fix it this time. I'm working in desktop off of the server but am connected to live server data. I checked filters, removed them from both sheets, did not fix the issue.
This is the tooltip Sheet, and I've checked force filtering to same account numbers, etc. I'm selecting on the bar charts and this displays fine, there is nothing I can see where the data isn't possible to display, and if it was, it would not display on the shape marks either I would think.
