We upgraded to Tableau server 10.4 and tags no longer display at the bottom of our workbooks. Did this functionality disappear?

I found documentation on our network that shows the tags have been removed from the visualization view. I see a proposed solution to move them to a drop down menu from the view page on server but they have not made it there yet. You can however get to the tags from the workbook view. Select any of the views on that screen and you will notice three dots. From these three dots, you can select the tags item and view, create, or delete tags for each view.
You may have also noticed the comments have moved to the right side of the screen and are only visible when the comments are selected from the toolbar.
