One dimension create 2 groups

I have a dimensions where there are multiple categories inside it. I need to create 2 new groups where in one group there would be only one department where as in the other rest all would be included except one. But there will be new departments adding up may be twice a month. Is there any way where the data department would directly add up to the group without any manual work. Any suggestions works.
