So right now I have a workbook with 5 sheets and each sheet has several filters that are currently displayed on the left pane of the sheet. This workbook is published to the server where i have show sheets as tabs selected as we want tabs for each different view.

Is there a way I can put the filters below the title rather than side in a sheet ?

If not then I know I can do it in a dashboard, but then I would have to create dashboard for each sheet that was displayed as a tab and then how do i make dashboards appear as tab when I publish the workbook?

Try placing the filters above the sheet before publishing. If this doesn't work, you'll have to create a dashboard for each sheet. Dashboards will also show as tabs .
