I am trying to add page breaks to a lengthy dashboard/worksheet to provide better visibility. I tried a couple of page setups but it did not work as expected. Is there a way in Tableau where we can add page breaks based on specific row or any other attributes?

I believe the short answer is no natively in Tableau (there's probably html/css web tricks to do it), but have you thought about producing a print-scale dashboard ?
One of the inconveniences with Tableau or any other BI product that you are creating printables is as soon as you publish an artefact its potentially out of date, its better practice to get users to return to the online version so that users get the latest available data.
There are also other considerations, such as the print medium requires numbers to be in view, where in interactives you can hide a lot inside a tooltip, and colour becomes an accessibility issue - the list goes on.
