We had initially purchased Tableau Online to create a workbook and embed it on our website, but quickly realized that Tableau Online does not include a guest user feature, so everyone would have to login to our Tableau account to view our workbooks on our website. Of course that wasn't realistic. We now want to move over to a Tableau Server account which has the guest user feature, but don't know how.

If you want guest user , then you require core based license which doesnt have cap on number of users.
you can raise tableau support request for online to Local server migration
