I would like to have my dashboard display the visualization only after a set of three different filters are selected. How would I accomplish this? I want to make sure that my users select a Region, then a Country, and finally a City before actually displaying anything in a Tableau dashboard? How do we make this a mandatory selection for a dashboard to display data?

The only way I can think of to have this sort of behavior is to have a click filter button.
The downside is that the filters all need to be set back to (All) when the user wants to search again.
After all filters are set a button will show up that the user can click to see the result
