*I know my dashboard doesn't look pretty right now - I'm trying to accomplish functionality first.*
I have Tableau Public so I can't share my workbook, but I have a screenshot below. I would like to be able to select a state in the 'Revenue by State' column and it will provide the top 10 cities in that state. Currently if I select a state, it will only give out the cities included in the Top 10 Cities total (ie. If i pick Georgia only Atlanta will be visible).

I guess you have a selection action filter, and you have created your top 10 by the top tab in the filter options. In this case, the solution might be simple. You would need to clic on Georgia. Then, you will need to go to the Top 10 cities sheet, and in the filter shelf you would see a pill with some circles. That is the filter for the action filter. Right clic on it, and select add to context. That way, the filter will be calculted first, and then your top 10 will be calculated.
