Is there a way to automate getting a status of background tasks? We run data extract refresh on schedule, and would like to get an alert if the refresh failed. Tableau server 8.0.

If you upgrade to 8.1, there is now an alerting mechanism for admins when a refresh fails. It appears in the top right corner of the screen, by the Help dropdown.
