I'm super new to Tableau. Can I export html from the Desktop app or do I need to publish it to Online first? Is Online an extra charge?

It is not possible to export HTML from Tableau Desktop - in order to be able to embed visualizations from Tableau into a website/portal, you do require to have Tableau Online/Tableau Server licenses. These will need to be licensed for every user that will be consuming these reports. You can test this easily by getting a tableau online trial here and testing our embedding capabilities.
On the other hand, if this is public data that you are looking to embed, you might want to look at Tableau's free product - Tableau Public, where you can publish dashboards and embed them in any public facing portal/application you have. You can learn more about Tableau Public here
