I need to join an Excel workbook with a Tableau Server extract but the excel data is at the weekly level and the Tableau Server data is daily. Can these two data sources be easily joined to show Tableau Server data aggregated at the weekly level?

Yes, Data blending works here.
- Click on "Edit Blend Relationships" in Data menu
- Select primary data source in drop down
- Select secondary data source
- Click on Custom
- Click on Add
- Select Week(date) from primary data source and select week(date) from secondary data source
