How do I filter a column by the values of another column

I am wondering if it is possible to filter by the top 3 Problem Type Asset Type Name for each Location, because just filtering by the top 3 Problem Type Asset Type Name does not do that.

Instead, it does this,

is what I am looking to do possible? And if it is, would I be able to do the same thing with top 3 problem Type Name by Problem Type Asset Type Name?
