Designing a scatter plot with binned average value in X-axis

Team - Please help me complete the attached workbook. Refer sheet named "HELP!!"

1. TAT days of tickets listed in X-axis but need to be binned in average days format. Data points should not exactly fit at binned points and instead based on category average it should be displayed
2. Y axis shall have count of ticket but totaled @ category level
3. Chart area should display "scatter bubble" with outliers highlighted with annotations
