Creating region maps without state level data

Good Morning,

I'm building a map based dashboard with at the region level for my firm. The data source has country and region name information and all the regions outside the US conform to national boundaries but within the US there are five regions. Everything I've seen on the Forums says that you can create Geocoding from state lists associated with the regions but my data doesn't have that information. How can I create a group of states within each region.

For example I want the East region to have the NE states grouped as one on an international map.
