Getting top N with tie in rank for a specific month  out of many months?

Hopefully the title of my question isn't so confusing.

What I want:

I like to plot subject count by month for different products.

       - rank the subject count at a specific month

       - get top N product in terms of the count for that specific month

       - plot the count against time for product

I was able to sort the count for the month of interest (see the attached the sample). Then I tried to rank the count for that month. However, all the count in other months were ranked too. Therefore, if I filtered rank, it only worked for that specific month and it gave all rows of other months.

Can anyone help on this? Thanks so much.
