Unwanted filtering on a Tool Tip sheet

I have a main sheet showing donations by county, with a pull-down filter to select a specific campaign year from a range.

The tool tip references a sheet called TT Bar for a bar graph that *should* display in the tool tip *all* of the campaign years for that county's donations, to reveal trends. But the TT Bar sheet is being limited by the campaign year filter on the main sheet somehow. I've looked at the "apply to sheets" question and the TT Bar sheet is not checked. I've tried creating a duplicate field for year, and using that on the TT Bar to escape the unwanted filtering, but no combination of campaign year and camp. year on the vizzes and in the main sheet's tool tip seems to work. What am I doing wrong? Thanks.
