I have tried to complete the Use the Data Import Wizard module multiple times and continue to get the same error code. I have different CVS formats, changing the source to web verse open, and I have tried different upload types. Any suggestion would be helpful, thanks.

you are probably trying to import again, in Creation mode, the data that you have already imported. As the external ID is set up to be unique, it will only allow you, once imported, to update the records, based on the record's external id., but you will not be allowed to create them again with the same external id values.
Ps : if you have deleted the records before tryong importing them again, check the recycle bin app (in the App Launcher menu), and empty your recycle bin.Eric
