I tested as a user with
- the Creator role and
- owner of the data source with
- the server wide setting that publishers can schedule data extract refreshes
but the Refresh Extracts Now button is still greyed out
I'm guessing it is an admin only ability?

a content owner is a privileged user, so something is up.
Has somebody disabled this option ?
