Why is my index() breaking

Hi. I am trying to get the "top three" by using an index. As you can see in the first sheet of the attached workbook it works great. But if I add "color" to show the breakdown of each forest type by stand size code (Second sheet - stdszcd to color) the index breaks. I would like my index to show the top three regardless if all the stdszcd are present or not. An example broken state is New Hampshire. It includes the 'Spruce / fir group". I am assuming because it has that stdszcd=3 category?

Do I need to modify the way the index works?
