When we create dual axis in Tableau, we have LEFT and RIGHT part of it. And RIGHT part of Dual axis always appears above LEFT part on a dashboard. Can we change this behaviour and make RIGHT part appear above LEFT part? (See attach to understand what I mean by LEFt and RIGHT parts)

If I understand you correctly, you want to show the Right side visual above the Left side visual, just remove/ de-select the Dual Axis from the Right Side one and it would sit one on the other.
Else, I am afraid you need to mock your data using Excel and come up with a workbook or bit be more elaborate to look at it. I am otherwise hopeful the above would resolve.
