Filter Based on Latest Value in the field

Hello All,

I had a question on how can we filter based on latest value in the field.

For example - I have list of program year and whenever new program starts the value is assigned to it. Previously on my dashboard i added a filter by selecting a value '11' in the from the field. But recently a new

value '12' was added and that is the current program year now. So is it possible to filter data based on latest value.

I have attached a sample file. Any suggestion or work around will be helpful.
