I need to create polygons for clusters of counties in NY state such as displayed in the attached packaged workbook. What is the best tool to use? The only tool I know of is the Tableau Drawing Utility by Interworks .
I don't think that will work. Any help would be appreciated.

see you are posing the question in a different way
this is the current data with just the clusters change into a Geo field based on county
it that is not what you want then
you will need a county level spatial file from US Census Tiger files
then if you go to Shade areas on map by marks - a question raised some time back it will take you trough the Qgis process to combine Zips (his was zip level data) into custom regions
