I had to change my data set. A formula that was once working fine is no longer working. It doesn't error, but it miscalculates. here is a screen shot of the data and I am attaching a an extract of the worksheet. It is the G 1-4 WI rate formula.

I have been wracking my brain to try to figure this out. I am attaching a new packaged workbook. All of the formulas for state are miscalculating. It has to be something to do with the Fixed Formula. I even tried to break it down to get just numerator and that is wrong. It also is pulling Data for Minnesota which doesn't even exist yet. I will also attach a screenshot.
