Hi,
For 1) On the city filter, you need to make sure that the filter is applied across the sheet for the same data source.
For 2), I am not quite clear on the question, but I think what you want is that top map should zoom to the city selected. If that's right then you need to unselect this:

Then the map will zoom to whatever is your selection.
