Find my approach as reference below and stored in attached workbook version 10.5 located in the original thread
Upfront: Your dataset does not support your question;) Actual data is missing for April and May 2019
1. YTD Actual: if datediff('year',[Date],today())=0 and [Date]<today() then [Actual] end
2. YTD Budget: if datediff('year',[Date],today())=0 and [Date]<today() then [Budget] end
3. PYTD Actual: if datediff('year',[Date],today())=1 and [Date]<dateadd('year',-1,today()) then [Actual] end
4. PYTD Budget: if datediff('year',[Date],today())=1 and [Date]<dateadd('year',-1,today()) then [Budget] end
