    There could be several reasons for this, and it's important to investigate them step by step. 

     

    Visibility might be configured through: 

    1. Organization-Wide Defaults (OWD) - like as mentioned @Abhishek R

     

    2. Role Hierarchy (If one user is higher in the role hierarchy, they can see records owned by users below them) 

     

    3. Manual Sharing (Leads might have been manually shared with another user using the "Sharing" button on the record) 

     

    4. Sharing Rules (There might be sharing rules set up in the system that grant access to leads for a certain group, role, or public group) 

     

    5. Team Access / Queue Ownership (If a lead is in a Queue or has a Lead Team assigned, other users may have access) 

     

    6. Permission Set / Profile Settings (Some permission sets or profiles may grant access to all leads — for example, through "View All" or "Modify All")
