How to add a new API in API manager?

I am not getting an option for adding a new API in API manager.How to add a new API in API manager?

I have added myself on the API creator roles.

    i am currently trying to create API Proxy and facing the same problem as above, Can you please advise on this as i am not able to see options such as publish to API manager as mentioned in earlier comment.
