We are using the Mulesoft Hybrid topology..and want to DevOps the Configuration of the servers to Anypoint . I see there is a command ( ./amc_setup )to add the servers to ANypoint . Is there a similar way to create a cluster and assign the servers to that cluster.

You can create a cluster using the Anypoint CLI (command line) tools.
