I am having difficulty placing the Catch Exception Strategy object INTO the implementation Choice Exception Strategy container. I have tried multiple angles trying to place it.

Cut and paste your Catch Exception Strategy code within implementationChoice_Exception_Strategy element.
Your 'Configuration XML' code should look something like this.
