If I use an option provided by Salesforce "Migrate your workflow rules to flows", it does convert to flows however it includes the Email Alerts and Outbound Messages as Action element in Flows. I don't see any details mentioned in the Salesforce Article mentioned below. Salesforce will no longer be supporting Workflow Rules and Process Builder on December 31, 2025

If you have them in flows, they are no longer part of workflows, so they will be supported
