Business use case:
if NL Sales or Client Sales needs a reference match but needs assistance with finding a reference match, instead of going to look up info on their own or requesting assistance from others a suggested match lookup tool would speed up the process for finding a reference to utilize.
Possible Solution:
On new SFDC reference request records, if the information is available via the associated record, create a "suggested reference match" report/lookup that would auto-filter on the info available.

Is this a possible solution that can be achieved in Salesforce or do we still need to use our external tool to achieve this?
i.e./e.g. for Sales prospect reference calls, via the associated Opportunity, pull the core information, FI size, products, etc. to lookup and filter on those inputs for matching reference FIs and Contacts out of our reference pool (where Account = Reference Status = Yes - Reach out to CSM and Contact = Contact Role contains Reference). Suggest best match where most criteria matches, showing least used Contacts/Accounts first (to distribute requests throughout the reference pool).
Visualization/idea, if feasible (or something similar): on a new reference request, the "Suggested Contacts" would display on the creation flow that's already filtering on the associated record's inputs to show contacts that could be utilized. The requestor can then select one of the suggestions.

Ah I see, I think you are on the right track. If you get the matching records in the Flow, you can then display them on a data table component for the user to select from.
