I cleared the cache and cookies. Did a logout and login. Restarted the trailhead playground. Still I cannot see Stage: Value Proposition in the picklist. I checked page layout and object settings. Value Proposition is in the picklist and active. on the page layout there seems a value dependency for Close Reason for the stages including closing the opportunity. Any advice is welcome.

Hi @Engin Dağhan,
You need to enable the picklist value in Sales process if you have any record types on the opportunity object.
Navigation: Setup > Sales Processes > [Select Sales Process] > Modify Selected Values > Save
