Allow users to create a subfolder in the folder reports without allowing to manipulate other users reports

I have a folder for a Region East Asia (EAR)

What I want to achieve is the user can create sub-folder in EAR folder but can’t edit /save other ones’ report. I tried several combination of view/edit/manage with several permissions but failed.

Does someone know how to achieve this?
