We have a few too many System Admins in our org. We want to ensure our Power Users can still perform their duties while reining in the System Administrator access.
I was tipped off that Shield could be leveraged to help us identify what specific users are doing. This could help identify the access/permission sets they should be given.
So, can I track specific users activities (not in a facetious or nosy way, but to help us drill down to the access they may need)?

yes,
technically though you could get just the event monitoring SKU that is cheaper than full shield.
it gives you boat loads of extra data, you can also track end users, page load times, and soooo much more. even block sales people form exporting sensitive things or contact lists.
