Live Chat not working. Always showing Agent offline eventhough agents are online

I have setup the live chat in a scratch org and it is working fine. Since the scratch org got expired, I tried to create new org and followed the same steps. This time the live chat is not working as expected. The chat button is disabled and showing 'Agent offline' always. I have deleted and recreated scratch org multiple time and tried the live chat set up multiple times. Always getting the 'Agent Offline' button only. Can someone help with the set up here?
