Well you can compare the contents of the two pdfs using OCR !

OCR has the capability to read the data present in the pdfs & make it available for you to further process the data !

There's a special service provided by Amazon called Amazon OCR !

Salesforce too has OCR services provided as part of Mulesoft RPA product.
