I would guess removing and re-adding into the List is the same as having stayed in the List.
But, as this is a very specific use-case I did not see often, I would suggest to give it a try.
Create a Static List and use it as a Recipient List of a new Engagement Program.
Create a Custom Field (numeric type) and add a Step to your Program to increment it by one. Set as the Program "Allow prospects to enter program more than once" and minimum of 1 day between two re-entries. Start the Program. Add a Prospect (with the value of 0 for the Custom Field) to the List. Once the Prospets has the value of 1 remove it from the List. Wait more than 24 hours and re-add it.
Check the value of the Custom Field : 1 or 2. There you have it.
I prefer testing this way instead of sending an email, as there a Account Setting "Engagement Programs: Allow email templates to be sent more than once to the same prospect" which may lead to false conclusions.
